BMV Law Tax & Finance is pleased to announce that William C. Erb, Jr., a U.S. attorney with more than 34 years of combined experience in securities law, U.S. legislative and regulatory affairs, and litigation before U.S. federal courts, has joined the firm as Of Counsel.
William recently relocated from Washington, D.C. to Turin. Prior to joining BMV, he spent seven years at the U.S. Securities and Exchange Commission (SEC). Most recently, he served as Senior Counsel in the SEC’s Division of Examinations, where he conducted complex examinations of domestic and foreign SEC-registered investment advisers, including private funds and investment companies, to assess compliance with U.S. securities laws, regulations and rules.
He also served as Senior Counsel in the Office of Legislative & Intergovernmental Affairs (OLIA), located within the Office of the SEC Chair, where he acted as the SEC’s principal liaison with the United States Congress on securities legislation and congressional oversight matters. In that role, he helped identify and advance the SEC’s legislative priorities in coordination with the Office of the Chair and other SEC divisions and offices. He also prepared the SEC Chair and senior SEC officials for testimony before Congress and assisted SEC Commissioner nominees throughout the U.S. Senate confirmation process.
Before joining the SEC, William served as Counsel in the Office of Legislative Affairs (OLA) of the U.S. Department of Justice (DOJ), where he developed and implemented DOJ legislative initiatives before Congress and articulated the Department’s positions on proposed legislation. He also prepared DOJ witnesses, including Deputy Attorneys General and Assistant Attorneys General, for congressional testimony.
Prior to that assignment, William spent thirteen years as a Trial Attorney in the DOJ Civil Division, representing the U.S. Department of Justice, the Department of Homeland Security (DHS), the Department of State and the Federal Bureau of Investigation (FBI) before U.S. Courts of Appeals and U.S. District Courts in immigration and related matters.
During his tenure at the Department of Justice, William argued numerous cases before the Third, Fourth, Sixth, Seventh and Ninth Circuit Courts of Appeals and served as lead counsel in four class actions defending U.S. immigration policies. In 2007, he was assigned to the U.S. Embassy in Rome, Italy, where he worked on immigration matters for the Department of Justice and advised DHS personnel at the Embassy on immigration-related issues.
Earlier in his career, William served as Associate General Counsel in the Office of the General Counsel of the former Immigration and Naturalization Service (INS), providing legal advice across all areas of the agency’s immigration activities.
