Council Approves Conclusions on the EU Cyber Posture

The conclusions approved by the European Council on defence against cyber threats to European interests focus on the protection of security.

Cyberspace has become an arena of geopolitical competition. Cyberattacks against the European Union must therefore be promptly detected, clearly assessed and addressed through appropriate tools and policies.

The Council identifies five key functions for the European Union:

  1. resilience and the ability to protect;
  2. increased solidarity and comprehensive crisis management;
  3. promotion of a European vision of cyberspace;
  4. stronger cooperation with partner countries and international organisations;
  5. deterrence, defence and response to cyberattacks.

Ministers called on the Commission to take action on common cybersecurity, starting with interconnected devices and involving authorities such as the European Union Agency for Cybersecurity (ENISA). The objective is to issue recommendations to strengthen networks and communication infrastructure, as well as to organise cyber exercises aimed at testing and developing the European response to large-scale cyber incidents.
